It's gonna cost you, but it's probably best to have them look at it rather than tinker with it. Don't play around with it too much because there's a chance that valve might shoot right out of your lighter into your eye or something. As an aside, your gas release valve is barely holding on there when that butane pressure gets released. You can see the cut out in the gear which I don't think should be possible. If I had to wager a guess based on lighters with similar mechanisms I've worked on, there's a chance that the gear was over-turned and now its lowest setting is set way way too high. Dupont models that have an on-the-fly flame adjustment wheel, they can be turned low enough to totally shut off the gas, but I can't say for certain I've never worked on or owned one before. That person is probably right to an extent.
